The two belonged to Kirtimonastery. This monastery has been reported to be in clashes with the local authorities in recent months.
The monks at the monastery maintain they are protesting against what they term as religious restrictions. On the other hand, Chinese government accuses them to air unrest.
The monastery sent its numerous monks for religious education. The monks say the religious restrictions include a ban on worshipping Dalai Lama.
The Xinhua reports the two were responsible for in thefts, and the dead is suspected to be involved in Kirti Monastery Buddha statue burglary.
The monks are reported to have circulated their videos online calling for bringing Dalai Lama back before they would set themselves on fire.
Chinese authorities blame Dalai Lama for provocation for such acts. An expert on Tibet at a local research center told Xinhua that it was Dalai Lama clique that entices and instigates monks for suicides.
